Job Purpose
- The Human Resources of Hargeisa Group of Hospital is the functional Head of the dept.
- He/she is responsible for the overall technical, human resource management of the dept. The incumbent is a career senior civil servant appointed through a competitive process and is responsible for providing leadership and vision for achieving goals of the dept.
- He/ She shall be responsible for providing technical and professional support to the Hospital Director and Hospital Management Team
Objectives of the Job
- Provide effective leadership, enabling the dept to improve performance of its functions and achieve set results
- Coordinating the development and implementation of Human Resource Management
- Provide accurate and timely reporting on progress of implementation and Human resource management practices, policies, procedures, strategies and programs
Duties and Responsibilities:
The functions of Human Resources Manager will be:
- Support the Hospital Director and Hospital Management team in all aspects of Human Resources Management for Hargeisa Group dept.
- Ensuring adequate provision of Human Resource services to all Units, Section and departments of the HGH.
- Coordinating the development and implementation of effective staff training plans.
- Participate in the preparation and implementation of annual work plans and budget for the dept.
- Management of Employees basic data and contracts.
- Ensure health, safety, Basic needs of staff and security facilities.
- Facilitate and Participate structural review and other important meetings
- Carry out staff performance appraisals, prepare TORs and job descriptions
- HR data collection, reporting, updating and maintenance of the HR-MIS
- Manage, supervise and control Hargeisa Group Hospital staff.
- Participate Management high-level meetings and organize Weekly, Monthly and annual employee’s meetings of HR Dpt.
- Prepare monthly, quarterly HR annual reports.
- Recommend the most applicable Human resources administrative manual in line with SL Civil service law and policies/procedures
- To enhance train, HR policies and procedures to Hargeisa Group of Hospital employee.
- To develop training need assessments, training models to assess require trainings for Hargeisa Group of Hospital Staff in order to build the capacity of staff.
- Support and oversee internship programs for graduate medical students.
- In consultation with Planning department, Monitor and evaluate training programs for Hargeisa Group of Hospital.
- Develop and maintain Human Resources Management Information System (HRMIS).
- Develop and maintain overall HR database that feeds into the HRMIS.
- Devise and prepare quality assurance framework and accredited standards in the health profession and service delivery.
- Monitor and ensure that mandatory standards and protocol are being met in Hargeisa Group of Hospital and by various Medical Health Centre.
- Facilitate and supervise adoption of health performance improvement strategies by Hargeisa Group of Hospital.
- Preparation and implementation of annual work plans and Human resources operation budget.
- Oversee the analysis maintenance and communication of record required by Hospital governing bodies and other departments in Hargeisa Group of Hospital.
- Develop plan and deliver actions to cooperate with HGH staff regarding HR Policies, procedures and practices.
- Plan and conduct new employee orientation sessions to foster positive attitude towards HGH.
- Keeps records of benefits plan participation such as insurance, pension plan, personnel transactions such hires, promotion, transfers, performances review and termination and employee statistics for HGH.
- Coordinate management training in promotions, performance review and safety.
- Advice management in appropriate resolution of employee relation issues.
- Investigate accidents and prepare reports with evidence, coordinate safety committee meetings and act as safety Director.
- Prepare and conduct exit interview to employees separating from Hospital and determine resources behind separation.
- Prepare reports and recommends procedures to reduce absenteeism and turn over and share with Hospital Director.
- Create conducive safe working environment to minimize accidents and coordination of disciplinary committee in all actions related to disciplinary matters.
- To supervise and assess staff performance and service delivery.
- Other duties assigned by supervisor.
Reporting Arrangements
The Human Resource Manager of Hargeisa Group Hospital will report to the Director General Hargeisa Group of Hospital.
Deliverables
The Human Resources Manager will be responsible for the production of the following deliverables:
- HMIS and HRMIS
- HR policies and regulation for health sector staff
- Health sector training manuals
- Capacity building programs and reports
- Quality assurance framework and accredited standards Manual
- Monthly, quarterly and annual progress reports
Qualification and Experience:
- A minimum Degree in Human Resources Management, Business Administration or related discipline from a recognized University or equivalent professional qualification.
- Master degree in Human Resources Management is added value.
- Five years’ experience, four (4) of which must have been at the senior management level in the public service/International or Local NGOs
